Minority Report 2002: Predictive Policing in a Near-Future World

A Perfect System The shiny metal halls of PreCrime headquarters buzzed with activity. Chief John Anderton walked past the big glass screens that showed maps of Washington D.C. His blue uniform was neat and clean. The year was 2054, and his job was to stop bad things before they happened. "Morning, Chief!" called Danny, a young officer with red hair. "The Precogs are active today." John nodded and smiled. The Precogs were three special people who could see the future. They floated in warm water in a special room called the Temple. Their minds showed pictures of crimes that hadn't happened yet. The Precogs were the heart of PreCrime. Without them, bad people would hurt others. John walked into the Temple. The room was dark and quiet. In the middle, three people floated in clear blue water. Wires connected their heads to big computers. Their eyes moved fast under their closed eyelids as they saw things that hadn't happened yet. "Any new visions?" John asked Wally, who took care of the Precogs. "Not yet, Chief," Wally said. He typed on his computer. "But they're very active today." PreCrime Facts: - Started six years ago - Stopped all murders in D.C. - Uses three Precogs to see the future - Catches bad guys before they hurt anyone John remembered when PreCrime first started. He had lost his son Sean before that. Now, no one lost their family to bad people anymore. The system was perfect. "Chief!" Danny's voice came through the speaker. "We have a vision!" John ran to the main room. The big screen showed pictures from the Precogs' minds. A man was going to hurt someone in a park. The computer showed when and where it would happen. "Time to crime: 48 minutes," the computer said in a nice voice. "Let's move!" John shouted. His team grabbed their gear and jumped into their flying cars. The cars zoomed through the city's tall buildings. "PreCrime dispatch to all units," said the radio. "Target is moving toward Lincoln Park." The team landed near the park. John led them through the trees. His special eye scanner looked for the bad guy. The scanner showed everyone's names in green letters. They found the man just as he was reaching for a knife. John's team used special guns that didn't hurt people but made them stop moving. "PreCrime! You're under arrest for the future murder of Alice Waters," John said. The man looked surprised. He didn't know the Precogs had seen what he was going to do. Back at headquarters, John watched the man go into a sleep tube. The tubes kept bad people asleep until they could be helped to be good again. "Another perfect catch," Danny said. John touched the picture of Sean in his pocket. "Yes," he said. "The system never makes mistakes." The sun was setting over D.C. From his office, John could see the city lights coming on. Somewhere in the Temple, the Precogs were seeing more visions. Tomorrow would bring new crimes to stop, new people to save. Behind him, the big screen blinked with new information. The Precogs had seen something else. Something that would change everything John believed about his perfect system. The Unexpected Prediction John sat at his desk, looking at reports. The morning sun made the glass walls sparkle. Then a loud beep made him jump. Red lights flashed. "Emergency prediction incoming!" the computer said in its smooth voice. John ran to the big screen. His heart beat fast. The Precogs were sending new pictures. But something was wrong. Very wrong. WARNING: The screen showed John's own face. He was going to hurt someone he didn't even know. "This can't be right," John whispered. His hands shook as he read the details: Future Crime Report: Killer: John Anderton Victim: Leo Crow Time Until Crime: 36 hours Danny walked in and saw the screen. His face went white. "Chief? Is that... you?" The perfect system had just said its own leader would be a killer. John's mind raced. "I don't know any Leo Crow. There must be a mistake!" But deep down, he knew what everyone said: The system never makes mistakes. "We have to follow the rules," Danny said softly. "Even for you, Chief." John looked at the young officer. "Give me time," he said. "Let me prove this is wrong." Danny's hand moved toward his radio. "I can't do that. You know the rules." John acted fast. He pushed a button that made smoke fill the room. While Danny coughed, John ran. He took back halls he knew well. His heart hurt. Everything he believed in was falling apart. Behind him, alarms started ringing. Voices shouted. The hunter was now being hunted. "All units!" the speakers blared. "Find Chief Anderton! He is a future murderer!" John reached the parking area where the flying cars waited. He jumped into one just as officers ran in. "Stop!" they yelled. But John was already lifting off. As he flew between buildings, John's mind spun with questions: Who was Leo Crow? Why would he want to hurt him? Was someone trying to trick the system? He needed help. But who could he trust? Everyone would be looking for him now. Then he remembered someone. Dr. Iris Hineman. She helped make PreCrime. Maybe she knew why the system would say he was going to kill. John set his car toward the edge of the city. Behind him, police lights flashed. His own team was chasing him. The car's computer beeped. "Warning! PreCrime vehicles approaching!" John looked back. Three police cars were gaining on him. He pushed his car to go faster. "I'm sorry," he whispered to his team. "But I have to know the truth." He flew into a cloud of fog. The police cars lost him. For now, he was safe. But he only had 36 hours to prove he wasn't a killer. Rain started falling on his car's windows. Somewhere in the city, the Precogs were still seeing him kill Leo Crow. And time was running out.Running Against Time John's flying car zoomed low between buildings. Rain splashed against the windows. His hands gripped the controls tight. Police sirens wailed behind him. "Computer, show me all files on Leo Crow," John said. SEARCH RESULTS: No matches found for "Leo Crow" in Washington D.C. "How can I kill someone who doesn't exist?" John muttered. The car's radio crackled. "All units! Target heading east. Use max force if needed." That was Danny's voice. John's heart hurt. His friend was now hunting him. "PreCrime never fails," John remembered telling new officers. "The future is set." Now those words felt wrong. He had to find Dr. Hineman fast. The old lab where she worked was at the edge of town. John landed his car in some trees. Rain soaked him as he ran to the door. An old lady opened it. Her white hair was messy. "I knew you'd come," she said with a small smile. "Dr. Hineman! The system says I'll kill someone. But it's wrong!" She led him inside. Plants grew everywhere. Some had sharp thorns. "Sit," she said. "Have some tea. We need to talk about minorities." John sat but couldn't stay still. "Minorities? What do you mean?" "Sometimes the Precogs don't agree," she said. "Two might see one future. But the third sees something else." John's eyes got big. "You mean they can see different things?" "We call it a minority report. A different future." She sipped her tea. "But PreCrime only shows the future most of them agree on." "So there could be other futures? Ones where I don't kill anyone?" Dr. Hineman nodded. "But to see them, you need to talk to the Precogs yourself." John jumped up. "I have to get back in! But how?" A loud boom shook the house. Lights flashed outside. "PreCrime units! Come out with your hands up!" Dr. Hineman pointed to a back door. "Run! And remember - the female Precog is the key. She sees the most clearly." John ran into the rain. Officers crashed through the front door behind him. "Stop!" They shot stun beams that lit up the night. John dove into his car. As he flew away, he thought about what he learned. THE TRUTH: The system wasn't perfect. It could be wrong about him. But proving it meant doing something crazy. He had to break into PreCrime. He had to talk to Agatha, the female Precog. More police cars appeared ahead. John turned down into the city's lower levels. Dark buildings rose up like giants around him. "I'm coming, Agatha," he whispered. "Show me what you see." His wrist screen blinked: 24 hours left. The clock was ticking. And somewhere, Leo Crow was waiting. But was he waiting to die? Or was he part of a bigger plan? Thunder boomed overhead. John flew deeper into the shadows. He needed help to get inside PreCrime. And he knew just who to ask. Someone who hated the system as much as he now did. Time to visit an old friend. Someone who knew all about breaking into places that couldn't be broken into. ⚡Secrets in the System Danny sat at his desk, staring at the glowing files. His old friend John was now their top target. The rain kept falling outside PreCrime's glass walls. ☔ "Sir! We found something weird," a young officer called out. "About Leo Crow." Danny rushed over. The screen showed hundreds of new files, all created in the last hour. WARNING: Multiple identity records appearing simultaneously. Possible system manipulation detected. "Someone's making a fake person," Danny whispered. "But why?" Across town, John crouched in a dark alley. Next to him stood Rufus Riley, a computer wizard with wild hair. ‍ "PreCrime's security is tough," Rufus said. "But every system has holes." "Can you get me to the Precogs?" John asked. Rufus grinned. "Watch this." His fingers danced over a floating screen. Inside PreCrime, alarms started blaring. Red lights flashed. "Emergency in Precog Chamber! All guards report to level 3!" the speakers boomed. Guards ran from their posts. Danny looked up, worried. "What now?" John and Rufus slipped in through a back door. They wore cleaner uniforms they'd taken from a laundry cart. "The Precogs are kept in water," John explained. "It helps them see better." They found the special elevator. John's old key card still worked. "Good luck," Rufus said. "I'll keep the systems busy." The elevator went up smoothly. John's heart beat fast. He was about to meet the people who said he'd be a killer. The doors opened to a big round room. In the middle, three people floated in clear blue water. They had lots of wires connected to their heads. "Agatha?" John walked closer. "Can you hear me?" The woman in the middle opened her eyes. They were full of sadness. "So much pain," she said softly. "So many lies." "Am I really going to kill Leo Crow?" John asked. Agatha reached out her hand. "See for yourself." John touched her fingers. Pictures filled his head: A hotel room. A man by the window. A gun. But also - people in shadows, watching. Planning. Using the future to trick everyone. "They're using us," Agatha said. "Using our power to hide their own crimes." "Who? Who's behind this?" Before she could answer, the elevator dinged. Danny stepped out, gun raised. "John! Step away from her!" "Danny, listen! The system is rigged. Someone's—" A shot rang out. John dove behind a pillar. "You taught me to trust the system," Danny said. "What happened to you?" "I learned the truth! We're being used!" More officers poured in. John looked at Agatha one last time. She nodded toward a service tunnel. He ran. Bullets sparked off walls behind him. But now he knew - this wasn't just about him anymore. The whole PreCrime system was built on lies. His wrist screen showed 18 hours left. Time to find out who really wanted Leo Crow dead. And why they needed John Anderton to pull the trigger. Through the rain-streaked windows, the city glowed like a giant circuit board. Somewhere in that maze of lights and shadows, answers were waiting. John just had to stay alive long enough to find them. ⚡Truth and Power The Temple of Justice loomed ahead, its marble walls glowing in the morning light. John's heart raced as he walked up the steps. Inside, Director Lamar Burgess waited. ️ "Come to turn yourself in, John?" Lamar's voice echoed through the empty hall. "No. I came for answers." John stepped into the light. His hands shook slightly. Lamar smiled sadly. "PreCrime works. You know that better than anyone." "It...
